Historic District Commission Helps Keep Historic Look Alive

The Historic District Commission (HDC) was established in 1996.  The group oversees permit applications and grant applications for buildings within Lowell’s historic district.  Due to their age, buildings in the historic district need frequent repair, upkeep, and maintenance.  Grants help preserve the historic look of the downtown area and add economic value by helping property owners keep buildings looking nice.  

Keeping a Historic Feel
Building owners wishing to change the exterior of a building must submit a permit application and receive approval from the board before any work begins.  Following design guidelines, the board ensures buildings in the district can be updated, while keeping basic designs and colors from their history.  “These grants have preserved our historic architecture, enhanced the appearance of our downtown and added economic value to our community.” says Lori Gerard, Lowell City Deputy Treasurer.  Gerard attends meetings and provides minutes for the board.  She continues, “This year we were excited at how many property owners are taking advantage of this.  Our downtown has now become a destination for shopping and restaurant goers.”

The HDC applies for funds from the Lowell Area Community Fund whenever they are low on funds.  Applications are due in April, August, and December of each year.  Typically $50,000 is requested when applying.  In April they received $25,000.  Monies received are then used to help those occupying buildings in the historic district with repair and upkeep of building exteriors. With many property owners taking advantage of available grant money the commission applied for additional funding in August and should know mid-September if they will receive any funding.  

Property owners are able to request grant money from the HDC any time throughout the year.  If approved 30% of the project cost will be paid for by the committee.  Every couple of years property owners receive letters offering 50% summer grants not to exceed $5,000.  

During their most recent meeting in July,  the HDC approved new signage for headquarters of the North Country Trail.  The sign will indicate the group is part of the National Park Service and hang from an existing pole along the sidewalk.  The group also approved store front renovations for Rookies.  Grant applications for painting were approved for three businesses and one for painting and brick repair.
