Keeping Lowell Safe: Police Beat for December 2019

In December 2019, the Lowell Police Department received 191 calls for service. These included the following, among others:

20 calls for assistance to other agencies
28 total arrests
3 ordinance violations
2 drunk driving cases
3 drug law violations

Plus, the department made 150 traffic stops resulting in issuing 50 citations and 102 warnings.

Underage Driver Using ATV

A 13-year-old was caught driving an ATV on city streets.  The driver stated he had dropped his parents off at Big Boiler Brewing.  The driver’s parents were called to pick up the youngster who was given a warning.  

Response to Subject Not Breathing

An officer responded to a situation where a subject was not breathing and CPR was in progress.  The officer continued CPR for approximately eight minutes before fire and rescue arrived. Two doses of narcan were also administered.  After the arrival of fire and rescue, two more doses were given. The subject, who was turning blue, was revived and transported to the hospital.  A follow-up with Red Project, a Grand Rapids non-profit.

Drug Smuggling into Laurels of Kent

A patient at Laurels of Kent was caught smuggling crack cocaine into the facility.  Upon searching the belongings of the male patient, an officer found drug paraphernalia and crack cocaine.  The patient admitted to having drugs delivered. He was lodged in the Kent County jail after a warrant was issued for possession of cocaine.  

Possible Homeless Couple in Meijer Bathroom

In an assist to the Kent County Sheriff’s Department, LPD helped investigate a tip about a possible homeless person hanging out in the Meijer bathroom.  A male and female were found trying to sleep in bathroom stalls trying to keep warm. They were referred to Mel Trotter Mission.

Highly Intoxicated Individual Becomes Irate

A male out of Rockford was pulled over and found to be highly intoxicated.  His blood alcohol level during a field sobriety test was .15. The subject was also under the age of 21, had open alcohol in the vehicle, and marijuana was found.  While being transported to the Kent County Jail, Sgt. Hurst had to pull over in Ada and request assistance from Kent County because the subject was thrashing out trying to be destructive in the back of the car.  During the assist in Ada, the subject kicked the door of the Lowell cruiser causing $100 worth of damage from bending the door in. The male was charged with OWI first offense, minor in possession of alcohol second offense, improper transportation of marijuana, and malicious destruction of police property.  

Illegal Shooting of Deer

An officer was dispatched to the 300 block of Alden Nash, north of Main Street to investigate a deer which was illegally shot or poached when a shot was heard.  The subject claims he was given permission to hunt on the property but one resident didn’t know who he was. It was also out of firearm season. One male left the scene and another male stayed and IDed himself.  The male who left eventually returned and admitted to shooting a deer. The DNR became involved and took the deer. The following day they also removed a deer stand. They are investigating the incident, including whether the deer was baited.  Any charges will be issued through the DNR as they have stricter laws surrounding conservation law violations.  

Drunk Driver with Four Warrants

A vehicle was witnessed traveling in the left turn lane, passing cars in the 2200 block of W. Main Street.  In a routine traffic stop an officer noticed the smell of an intoxicating beverage coming from the vehicle. The driver of the car admitted to running a red light.  The driver also had four warrants out under his name. The subject refused a roadside sobriety test but later lab results showed a blood alcohol level of .12. In addition to the four warrants, the driver was also charged with drunk driving first offense and driving on a suspended license second offense.  

Marijuana Violation

A vehicle that was stopped for an equipment violation had a marijuana odor coming from it when the officer approached.  The two male subjects in the car were under the age of 21. Alcohol was also found in the vehicle along with several marijuana paraphernalia including items used to grind the substance.  Just under four grams of marijuana was also taken from the car. A citation for minor in possession of marijuana first offense was handed out along with one citation for a minor in possession of alcohol.  The subjects were tested for impairment at the scene and found not to be impaired due to use of marijuana.  

Absconder Arrested

A tip was received regarding a person thought to be hiding from law enforcement over armed robbery.  Two Kent County deputies assisted in this incident. As officers were arriving at the home where the subject was thought to be hanging out, a car pulled out of the driveway.  A traffic stop was made at Main Street and Jackson where the passenger in the vehicle was made to exit the car and walk backward with hands where they could be seen. The subject was handcuffed and kept while the Michigan tether unit was contacted.  The subject had been on the run since November 4.

Malicious Destruction of Property

An officer investigated a call about destruction of City property.  Satanic images and a swastika were found carved into concrete located at Creekside Park.  No suspects have been found. The Department of Public Works will take care of removing the images.   

Catching Up with Counterfeit Bills

Lowell was a destination where counterfeit $100 bills were being passed off as payment.  Detective Lauren was able to identify the female half of a pair appearing to be responsible for using these fake bills in part due to the use of a Speedy Rewards card.  A black male companion has yet to be identified. Fake bills were used in other locations in Kent County as well as Norton Shores, Grand Haven, and Manistee. LPD is in the process of obtaining a warrant and seeking advice from the Secret Service.  Criminal enterprise charges are possible.
