Lowell Twp. Board Recap: Annual Audit Presented

The Lowell Charter Township Board of Trustees had its regular meeting on Monday, September 19. Carlton Blough, William C. Thompson, Mark Anderson, Ronda Benedict, and Monica Burtt were all present. New business included Resolution 2022-10 (the approval of the final plat for Stony Bluff) and the extension of an additional two years for audit services with Gabridge & Company.

The meeting began with the approval of both the Treasurer’s Report and Accounts Payable and Payroll.

Audit Presentation

Joe Verlin of Gabridge & Company delivered a presentation on the audit report of the township. Verlin reported that “…the audit process went very smoothly.” The audit contained “…good, timely financial statements.” The township assets amount to more than $14 million in equity. “Your revenue exceeds your expenses,” he said.

Overall, the increase in net position of the township has been more than $200,000. There is about one year and eight months’ worth of reserve saved. “Not too much, not too little,” according to Verlin. He also noted an increase in assets for the township within the fiscal year. There has been an increase in total cash and investments.

Currently, the township has three funds: park improvement fund, cemetery fund, and general fund. Next year there will be a fire fund due to a previously passed millage. This will be specifically for fire protection services.

Resolution for Approving Final Plat for Stony Bluff

The first three plats of the Stony Bluff development off Foreman Street moved rather quickly, but board members noted that this final one took a little longer to adopt. There was some discussion about the roads in the plat, and the resolution describes the plat connections in this way:

…containing 29 lots and providing for the connection via Kimber Drive and Old Gun Club Drive in the Stony Bluff subdivision to connect with the existing Kimber Drive in the Whispering Hills subdivision to the south;

The resolution for this plat was unanimously approved.

Extend an Additional Two Years for Audit Services (2022-23 and 2023-24) with Gabridge & Company

The board also decided to extend its agreement with Gabrirdge & Company for two additional years. It was decided that the amount to extend the audit services was a good deal because the company kept the price locked in and will honor the price included in the previous agreement.

The motion to “exercise our options” to use Gabridge & Company was unanimously agreed.

Clean Up Day

Mark Anderson added a point about keeping the parks and trails clean. On October 1, there is a clean up scheduled, and there is discussion about making it the first October of every year.

“We are going to include the trails, parks, pavilions,” Anderson explained.

This is going to be conducted by LARA (Lowell Area Recreational Authority). Anderson mentioned that Impact Church’s Love Week has been doing a lot of work but more could be done. “Let’s see how many people we can get pulled into this.” Coordinating efforts with the schools, churches, and the city and let them all work “…two times a year.”

The next regular meeting of the Lowell Charter Township Board will be Monday, Oct. 17, at 7pm.
