City of Lowell Names Rich LaBombard as Assistant City Manager/DPW Director

We received the following press release from the City of Lowell.

Lowell, Michigan, July 24, 2023 – City Manager Michael Burns has appointed Rich LaBombard to the position of Assistant City Manager/DPW Director.

LaBombard previously served as the Assistant City Manager/DPW Director in the City of Lowell from May 2016 to June 2019. Since June 2019, he has served as the City Manager for the City of the Village of Douglas. Prior to Lowell, LaBombard was the Facilities Director for Allegan County for two years and worked in the City of Saginaw in various roles for twelve years prior. He has earned both a Bachelor of Science and Masters of Science Degrees from Central Michigan University.

LaBombard will oversee all aspects of Public Works, assist and advise the City Manager in daily operations. He will be assigned special projects and will serve as acting City Manager when necessary.

“I am very pleased to have Rich come back to the City of Lowell,” said City Manager Mike Burns. “Rich is very well respected by members of the community, city council and staff. He did an excellent job during his tenure previously, and I believe his experiences from Douglas will be a tremendous benefit to our city. With the many projects currently going on in the city, Rich’s experiences will fit this very well and I am confident he will be a positive impact moving this city forward.

“I am very excited to return to the City of Lowell. I enjoyed my time in Lowell before and it has been impressive what has happened since my time here prior. There is a great team in Lowell and I can’t wait to hit the ground running,” said LaBombard.

LaBombard’s first day with the city will be September 25, 2023.
